The bus is clearly at fault. It's just sitting there making a huge ass blind spot for everyone.

The bike is to be in the bike lane and if no bike lane to the immediate right side of the road and if more than one bike in single file. The Porche was also at fault for entering traffic when it was not clear. It is called failing to yeild right of way. The other problem was the cars blocking the bike lane.
The real sad thing was the idiot in the Porche. He was not worried about hitting a bike but rather worried about his car. That says a lot about a person. A lot of people doing things wrong. No wonder there are rules of the road

wtf is wrong with you?

Although it is perfectly acceptable to edge across the road like the porche is doing, the car pulling out must ensure that they way is clear. He couldn't do this with the bus in the way. So he was at fault. It's a bit harsh because the bus driver may have encouraged him to pull out.

The Porche was at fault. The cyclist had right of way since the Porche is crossing the cyclist's path.
